Urban operations are highly complex because of the multitudes of people and structures as well as the density of the city’s infrastructure. These same features complicate the intelligence and decisionmaking processes associated with military operations at the strategic, operational, and tactical levels of war. Intelligence preparation of the battlefield (IPB), the Army’s longstanding methodology for incorporating and analyzing relevant information for all types of operations, is currently not effective for tackling the operational and intelligence challenges of urban operations.

A groundbreaking study of urban sprawl in Calgary, "Expansive Discourses" looks at the city’s development after the Second World War. The interactions of land developers and the local government influenced how the pattern grew: developers met market demands and optimized profits by building houses as efficiently as possible, while the city had to consider wider planning constraints and infrastructure costs. In "Expansive Discourses", Foran examines the complexity of their debates from a historical perspective, why each party acted as it did, and where each can be criticized.About the Auth

The current high-stakes accountability environment brought on by the federal No Child Left Behind Act places great pressure on school districts to demonstrate success by meeting yearly progress goals for student achievement and eventually demonstrating that all students achieve at high standards. Many urban school districts, in particular, face great challenges in meeting these goals. This study analyzes three urban districts

Combat stress casualties are not necessarily higher in city operations than operations on other types of terrain. Commanders and NCOs in the U.S. military should develop the necessary skills to treat and prevent stress casualties and understand their implications for urban operations. Consequently, the authors provide an overview of combat stress reaction (CSR) in the form of a review of its known precipitants, its battlefield treatment, and the preventive steps commanders can take to limit its extent and severity. In addition, to enhance the understanding of the risks that urban operations

The complexity that characterizes modern urban operations combines with a perceived intolerance of military casualties to make actions in cities among the most difficult missions that U.S. armed forces will undertake. This study proposes a new planning approach that employs identification of critical points

Because future military operations are likely to include actions in densely populated, built-up areas, joint and service training initiatives over the past decade have increasingly reflected an interest in preparing for such contingencies. To assist the military community in better orchestrating its resources to improve forcewide readiness for urban operations, RAND was asked to develop a joint urban training strategy for the period 2005-2011.This report presents that strategy and describes the process used to develop it. The study identifies areas in need of redress and proposes ways in which

This study examines several case studies of sustained campaigns of urban terrorism perpetrated by various domestic groups in the countries of India, Pakistan and Sri Lanka. One focus of this research addresses the modus operandi of the militant outfits. It describes the tactics they employ, their targeting means and objectives, and the ways in which these groups have innovated and evolved over time. This report illuminates, where possible, links that militant groups forge with other such organizations within South Asia and beyond. This work also examines the ways in which the three states resp
